With the growth of social economy, transport service is developing rapidly, while trafficproblems is growing more and more, especially problems of urban road traffic congestion.Developing urban public transport system is one of the effective ways to solve the congestionproblem, so more and more studies focues on urban public transport. However,buses’breaking downand accidentsare inevitable in the course of their operation, which willnot only cause inconvenience to the passengers, but also affect the effectiveness of busoperators, while,tothe urban with large traffic pressure, those problems will cause traffic jams,even, lead to secondary accidents.In order to maximize the negative impact of reducing bus faults or events, the reasonableemergency programs, systems, equippedfacilities and management of public transportationshould be brought about. In order to improve the efficiency of urban public transport’swrecker,repair,rescue and alleviate traffic chaos and congestion caused by buses’ breakdownor accident,this paper proposes the recommendations toestablish a wrecker rescue operationmechanism and wrecker rescue point of public transportation,and focus on optimization onnetworking settings of wrecker rescue station for public transportation by analyzing thecurrent situation of urban public transport’s wrecker and rescue and a comprehensive analysisof the technical, economic and social aspects factor.This paper will takethe indicators quantified from influencing factors that affect buswrecker and rescue station’s settinginto consideration of the location modeling, andwill givethe networking station setting theory of buses’s wrecker and rescue,by summing someapplication of the location theory,comparing to the commonly used models of location:Location Set Covering, Maximal Coverage Location, P-median, P-center and several otherclassic models, and analyzing the difference ofthe layout of networking city buses’s wreckerand rescue station such as the weightsof road section of emergency road network,theweights of node, the selection of candidate points, etc.. In the end,this paper will consider theactual situations economy, technical, etc. to establish a two-stage level location problemmodel combined withLocation Set Covering, Model and Maximal Coverage Location Model,whichhas initialy solvedthe location problem for multiple emergency node. And,this paper provides the layout of buses’ wrecker rescue sations under different response timeby exampleswhich show the feasibility of the theory solving multiple service stations’ settingin urbanareas. All those will provide reference or recommendations for policy makers.
