Current our country construction enterprisein municipal engineering project cost management and control, cost consciousness weak,imperfect system, lack of operability of the control method, management level is not high,cause the cost is larger, waste of resources, the overall efficiency is low. How to effectivelycontrol the municipal engineering cost, project cost control, become the focus of attention.Aiming at the problems existing in the municipal engineering project cost managementprocess is analyzed and discussed, and put forward the corresponding Suggestions andcountermeasures.Municipal engineering compared with other engineering has its own characteristics: theinvestment subject is government or government dominant, belongs to the people’s livelihoodand achievement projects; Project in densely populated, traffic pressure large urban area,narrow construction site and a long distance; Coordination is more, involving the requisition,the problem such as line moved to; Contains the project is more, such as roads, Bridges,transportation, lighting, landscaping, pipeline, water supply and drainage engineering, etc.Research has shown that a municipal engineering project cost mainly include cost of rawmaterials and artificial cost, mechanical fee, management fee, measures the direct costs andindirect costs such as cost.In this paper, the development road and zhicheng avenue overpassproject cost of empirical study, using the deviation analysis, ABC classification, factorsanalysis and value engineering method of engineering cost management and control. Theproblems arising from the project construction mainly includes: personnel slowdown,mechanical spare, waste materials, the increasing cost of management. This project cost is70.9773million yuan, the specific measures, aiming at the above problems andrecommendations, including through project cost responsibility system, the limitation ofacquisition system, the subcontract system and the rights and responsibilities, the system,such as the combination of the actual cost is65.4891million yuan, achieve project actual costis less than the effect of the planned cost, save the project cost by7.7%. How to effectivelycontrol these costs, become the focus of this paper. Stage of the whole cost of the projectincluding investment decision, design, bidding, construction and completion stage, projectimplementation is the most important cost control should be in the construction phase, choosethe most effective control method, attain the goal of the project cost control.The paper finally discusses the engineering project quality, time limit for a project, therelationship between the cost, in the premise of guarantee quality and reduce the cost ofproper time limit for a project, for the construction enterprise cost control standardized,scientific, institutionalized provides a better theoretical basis and control methods. Therefore,in this paper, the government in project investment and construction enterprise project costcontrol has a certain reference significance. |
