Entering the new century, with economic globalization and China’s urbanizationprogresses, the construction market competition becoming increasingly fierce, andhealth, environmental and safety issues are increasingly high degree of attention, andhow to provide appropriate protection for the building construction, has been becomethe construction industry need to solve the problem. Therefore, in order to improve ourproject management level, and enhance the core competitiveness of constructioncompanies, construction areas have been gradually introduced in the petrochemicalindustry mature use of HSE management system.Construction HSE management is project management and sustainabledevelopment of the two theories in practice combined with the use of the constructionindustry is to achieve the healthy development of the inevitable choice. As across-cutting areas of construction, scientific research foreword is gradually arousedattention. Construction HSE effectively evaluate management performance level, ableto grasp the importance of various factors on the construction HSE management inorder to manage construction projects and provide the basis for decision-making. Inview of this, the building project HSE management scientific evaluation, can do toguide the foundation for the theory and practice of domestic construction HSEmanagement performance evaluation, and better services for construction projects toimprove the overall level of construction HSE management, to boost sustainabledevelopment in the construction industry.The purpose of this thesis is to explore the scientific evaluation of the wholeprocess of national construction HSE management life cycle approach and methodperformance level.First, the thesis defines the relevant concepts construction HSE management tothe PDCA cycle and systems engineering theory, combined with HSE managementstatus of the domestic construction sector research, analyzed the current domesticconstruction HSE management widespread problem and advance its developmentimportance. Secondly, the paper by the construction of the HSE managementcomponent life-cycle analysis, combined with empirical research, the design of itsperformance indicators. Then, determine the evaluation index weight, using fuzzyevaluation model to build a comprehensive evaluation, and engineering case studies to validate feasibility and scientific construction HSE management performanceevaluation model by using AHP. Finally, this paper combines Project evaluationresults from the implementation of HSE management attention to the problem and theproposed increase in the level of their performance both analyzed safeguards HSEmanagement performance evaluation carried out in the construction field.The main findings of the paper is to build a set of creative construction HSEmanagement performance evaluation index system in the whole process life cycleuniversal strong, on the basis of the use of AHP-fuzzy comprehensive evaluationmethod for the construction HSE management performance evaluated.
