ABSTRACT:With the rapid development of China’s economy, technology and the acceleration of industrialization, urbanization, the level of Chinese material life is increasing with each passing day, the demand of special transportation is trending to safe, comfortable, efficient and convenient. Therefore, high speed railway as a new mode of operation which meet the various needs of the traffic development in China was built and used in full swing among a large range from2007. We have to mention that there are many problems in the process of High-speed rail construction projects in our country behind the great achievements:many high-speed rail construction enterprises cost overruns, the construction schedule delays, especially quality accidents occurred frequently in construction, those problems reduce the government’s strategic confidence of high-speed rail construction. There is a close relationship between all these problems and the project management mode and management method of construction enterprise. Its main reason is that numerous construction enterprises do not take the use of quantitative quality, cost and schedule control, leading to an extensive project management mode, inefficient organization system, thus, the cost of High-speed rail construction is overruns, profit is decrease, schedule cannot be strictly controlled, the problem of quality is endless.Earned Value management is introduced into China in the last century, and attracting great attention. Earned value management is a kind of project management tools that implement dynamic analysis and control in advance or during the event and integrated management of project cost and schedule. Through the comprehensive analysis of the measuring data information from the construction project, earned value method were calculated performance evaluation, deviation between the project schedule and cost and took corrective measures, finally forecast project implementation, then achieving the excellence of construction project management. However, because of the progressive era, construction market is more and more mature and the competition has increased. Traditional earned value method can’t meet the future construction projects management demand for many integrated factors, Therefore, we need to adapt the traditional earned value method to the new situation.This thesis based on the results of other researchers. At first, Starting from the concreteness introduction of project construction management of our country’s high-speed rail mode, we make the qualitative analysis of he relationship between quality, progress, cost which is three key factors of high-speed rail project management. Then, combined with engineering project integration management theory, analyzing the advantages and limitations of traditional earned value management method applied to the high-speed rail project construction, putting forward improvement ideas. Afterwards, combining with the characteristics of high-speed rail construction project quality management, using fuzzy analytic hierarchy process and Field method, to quantify the quality of project management factors by the concept of quality earned value, eventually build up an earned value method which integrated quality, progress, cost, Improving the high-speed rail construction project management level and increasing the enterprise’s project profit.
