Petrochemical industry is knew as a high safety risk industry, and the special equipment is the most important facility in it. Up to 40% of safety accidents in petrochemical enterprises are related to special equipment. Once the petrochemical enterprises in safety accident, it will be very difficult to deal with, and very easy to cause serious consequences of the accident. Therefore to strengthen the emergency management of special equipment is an important work for petrochemical enterprises.Based on the special equipment risk of petrochemical enterprise emergency management research has practical significance.Emergency management includes prevention, preparedness, response and recovery. The researches on the emergency management of special equipment mostly focused on response and recovery aspects, lack of researches on how to develop risk-based special equipment emergency management of companies. Therefore, this paper is based on the analysis of the special equipment and risk characteristics in petrochemical companies, used the basic principle of risk management, in emergency management prevention and preparedness aspects focus, from risk identification, risk assessment and risk control to conducting research on risk-based emergency management of special equipment in petrochemical companies. Content include:1.Data analysis on the quantity and type of the special equipment used in petrochemical companies, and divide petrochemical companies into four major types:Oil refining companies, Chemical raw material production companies, Public engineering and logistics warehousing companies and Fine chemical companies. Each type of them has similarities and characteristics in using special equipment. Based on the theory on unexpected release of energy, this paper constructs a risk identification table for special equipment, which is simple and in line with the characteristics of special equipment and petrochemical industry.2.Using ALARP principle to determine the management objectives and the management process, introduced the concept of risk into the emergency management. Focus on the use of risk matrix and AHP in risk assessment, and the use of Bow-tie model in special equipment risk control.3.In the specific context of a typical unit in a typical petrochemical company, using the risk identification table, risk matrix, AHP and Bow-tie model, to do the risk identification, risk assessment, risk control efforts. Meanwhile made the analysis and comparison between this company’s existing emergency management and the risk-based emergency management of special equipment, from the management systems, risk identification,evaluation,control, performance and other aspects...
