In the Seventeenth National Congress of the Communist Party of China, explicitly put forward the ecological civilization construction. First time put the construction of ecological civilization on the strategy of "five one" at the eighteenth. Inner Mongolia grassland ecological environment degradation, desertification and desertification not only affects the production of local people way of life, also restricts the sustainable development of economy and society in Inner Mongolia, threatens the peripheral region ecological environment security, caused the party and the country’s high attention.
