Research On Predicament And Countermeasures Of Constructing Technology Support System Of Safety Production

Safety production is the important precondition for the national economic development and social stability. However, our country is still standing in front of the Accident-prone intersection, the situation of safety production is not that optimistic.Based on the strategy of “Science and Technology to Revitalize the Safety Production”,this research puts forward a “diagnose-design-select” theoretical model from the perspective of scientific diagnosing, provides insights into the difficulty of the construction of safety production in our country. At the meantime, a constructional path for the system is designed, and also, some corresponding suggestions was put forward for Chengdu in this research. The author hopes that this research could provide reference for related government department, so as to realize the process of production safety and harmonious. The overall framework of this research includes seven chapters,the main content of the chapters are as follows:The first chapter is the introduction to this research.It mainly includes research subjects, research background, research objective, significance of this research,technological route and innovation points.The second chapter is the core concepts and theoretical basis. Firstly, the author clarified the core concepts of this research, and then, introduced the theoretical basis which includes three parts: Coordination Theory, Technology Innovation Theory and Decision-making Process Theory.The third chapter is the framework of scientific diagnosis to the construction of technology support system of safety production. This chapter reviewed the origin of scientific diagnosis, illustrated its necessity. According to the requirements and targets of the “Science and Technology to Revitalize the Safety Production” strategy, from the perspective of scientific diagnosis in social management, the author built a "diagnose-design-select" theory model to construct the technology support system of safety production.The fourth chapter is the dilemma diagnosis of the construction of technology support system of safety production. Firstly, the content of science and technology activities and its value-realization was clarified. Secondly, current situations domestic and overseas were reviewed and analyzed in this chapter.The fifth chapter is the path devising to the construction of technology support system of safety production. The technology support system which contains four main parts was built, the corresponding construction path was designed,and also, the path dependence of technology support system was clarified in this chapter.The sixth chapter is the government strategy choice to the construction of technology support system of safety production. The author took Chengdu as an example, the author put forward some suggestions to construct the technology support system after analyzing the current situation of Chengdu, and then, the corresponding safeguard measures was also clarified in this chapter.The seventh chapter is the conclusion and prospect to this research. It summarizes the viewpoints of this research, and the limitations and the prospect of this research.
