China is the birthplace of tea culture in the world, Northern Gardens Tribute tea culture is an earliest and most prosperous achievement during the development of Chinese tea culture, which is widely excavating and innovating in recent years. This paper discussed and analyzed the survey of Northern Gardens Tribute tea culture, the development status and main problems of tea industry in jian’ou. Based on SWOT method to carry out the relations analysis between Northern Gardens Tribute tea culture and the development of tea industry in jian’ou, comprehensive analysis the connection and mutual benefit through four strategic factors including strengths, weaknesses, opportunities, threats. Finally several ideas and suggestions were proposed about how Northern Gardens Tribute tea culture promotes the development and construction of tea industry in jian’ou, so as to provide theoretical basis for further development in transformation and upgrading of tea industry in jian’ou.Datas and literatures were collected and summarized, then analyzed, historical evolution of Northern Gardens Tribute tea:derived from the later Tang dynasty, flourished in Song dynasty. It had lasted four dynasties (458 years),which is the origin and production center of Tribute tea in ancient. There have more than 40 volumes of monograph in regard to Song dynasty tea, and above half of them is about tea cases of Northern Gardens, and 16 volumes of monograph were recorded; Meanwhile, there have more than 80 pieces of poetry in regard to Northern Gardens Tribute tea and Northern Gardens. Dingwei and Caixiang in Song dynasty, the culture of combatant tea and the craftsmanship of tea manufacturing were turned into the typical in Northern Gardens Tribute tea culture. The styles and contents of Northern Gardens Tribute tea culture were plentiful, also filled with cultural attribute.According to the status analysis of development in Jian’ou tea industry, although in recent years, the overall development state is relatively reasonable, but there are still some main problems:less awareness brand consciousness, management scale is small, the thought of development in tea enterprise is single, and largely limitations; Sole varieties, poorly atmosphere in drinking and discussing tea; Export dependence is relatively serious, the tiny percentage of domestic market, lay particular stress on the manufacture of mid-low-end raw materials, with characteristics of high-end quality tea product is less, the lack of direct channels in export sales; Backward marketing approach, especially the development dynamics of domestic sale in tea market is insufficient, the phenomenon of waiting for customers to purchase tea products is widespread; Government support, guidance and policy implementation is not enough and not in place, and seriously interrupted phenomenon; Poorly processing methods and technology, worse environment, outdated equipment, and the product can’t keep up with the demand of market change; The function of topical elements in tea culture has not yet dig and developed, cultural propaganda and construction of industry chain is unhook, pay more attention to the development of primary industry, less attention to the industry chain extension for secondary and tertiary industry, lack of innovation consciousness and scientific and technological power.The framework of SWOT matrix method was adopted, comprehensive strengths, weaknesses, opportunities and threats factors, then, the development of strategies between Northern Gardens Tribute tea culture and the development of tea industry in jian’ou were selected and formulated. SO strategy:construct function demonstration zone, extend industry chain; WO strategy:enhance the consciousness and capacity of innovation, establish characteristic public brand; ST strategy:improve tea quality, reasonable excavate and configure resource; WT strategy:amplify domestic sale, improve ways of marketing, advance science and technology.Finally, the development ideas and suggestions were proposed on how Northern Gardens Tribute tea culture promotes tea industry in jian’ou. Further combing historical materials of Northern Gardens Tribute tea culture, extract characteristic elements to mould brands; Reasonable excavate and configure resource, exploit tourist route of tea industry in jian’ou; boost propaganda of Northern Gardens Tribute tea culture under the policy guidance of government, construct tea culture atmosphere; Develop diversification and spice product by tea, construct consume atmosphere; Broaden the demonstrate sale channel of Jian’ou tea, enhance market share; Bring Northern Gardens Tribute tea culture into educational industry on juvenile and children, cultivate culture cognition from the beginning; Depend on science and technology, reinforce innovation consciousness of tea culture, promote the development of tea culture industry; Boost the construction of Northern Gardens marketing, accelerate revival development of tea industry.
