Evaluation Of Air Pollution Prevention Policy In Sichuan Province Based On PSR Model

Air pollution prevention legislation began nearly 30 years in China. But in recent years, air pollution has received unprecedented attention and governments at all levels introduced intensive air pollution prevention policy as response to atmospheric pollution. Air pollution in China has reached a very serious level. In recent years, governments at all levels implemented effective prevention policies, and China’s environmental air quality has considerably improved, but this target is still far from the public’s health air practical demands. For the central and local governments, the introduction of effective air pollution control policy is its challenge. Air pollution control is a complex public works, so evaluation of the policy from multi-angle can provide valuable reference for the government to adjust and improve prevention policies appropriately.This thesis regard the evaluation of air pollution prevention policy in Sichuan province as research object, and take the air pollution prevention in Sichuan province as the empirical research subject. Using the theory of policy evaluation and anglicizing factors of air pollution based on PSR model, this paper build the indicator system for evaluating air pollution prevention policy and definite the internal relations pressure, state and response indicators. On this basis, using AHP to determine the index-weight, and framing the fuzzy comprehensive evaluation model, this paper calculate the results of the evaluation of Sichuan each year with Matlab; The results show that the trend of implementation effect of air pollution prevention policy in Sichuan province is improving from the late of 11th-Five Year Plan to 12th-Year Plan. It indicates that the policy response weak the increasing momentum of air pollution. However, the enormous pressure caused by intensive emission of air pollutants, the increasing of economy, road traffic and energy usage in the structure adjustment of economic development lead to the low harmony between Pressure, State and Response. Deepening the prevention and control of air pollution still required to improve the air quality. This thesis analyzes the reason for volatile evaluation indicators and put forward policy suggestions.
