Environmental damage is very serious caused by mining and it triggers a series of environmental problems.Environmental restoration deposit system may encourage enterprises to govern mining environment actively. Environmental restoration margin is a certain amount of funds and assets paying by mining enterprises in accordance with the specified standard pay. It will be used as part of overhead expenses or retention money for environment recovery and management of work behavior after the termination of mining. The mine environment has attributes of public goods, if there is no reasonable system guarantee, the negative externality will easily become a society burden, resulting in "tragedy of the commons." Environmental restoration margin is charged in advance and the return of qualified management features enables enterprises to consciously control mine environment. So,deposit system has become the utility of government regulation of mining enterprises.The second part is the representation of present system condition of Yangquan mine environment recovery management deposit. The non-scientific deposit established standards, the provincial state-owned enterprises privileged, the lack of supervision of deposit system and confiscation mechanism resulting in the issues of low collection standard of deposit in Yangquan City, regulatory gaps of supervision and low rate of deposit use.The third part is the representation of deposit system of environmental restoration both in home and aboard and it also learns from their experiences:the margin must be charged at scientific standard and the levy must be flexible; the return of the deposit should have clear standards and there must be complete support system to guarantee the implementation of deposit system; increasing information disclosure to encourage public participation.The fourth part is talking about the three areas of deposit collection, return and supporting systems and the suggestions of Yangquan mine environment restoration deposit system. The charging standard of deposit should be scientific; it should have a clear return criteria; it should establish routine inspection, review and confiscation mechanisms and increase corporate environmental pressure; it should establish credit rating system of environmental restoration and makes sure that different policy for different credit rating enterprise to increase the power of enterprises.Yangquan mine environment restoration margin continues to improve governance systems and related auxiliary systems, it will be able to play a policy portfolio and protect Yangquan mine environment effectively.
