| The policy of marine ecological red zone(MERZ), which had been established in 2013 in China, was still underway in the most coastal provinces. And the normalized program of marine ecological red zone monitoring had not been drawn because of the lack of practical experience, hi the paper, a program of remote sensing monitoring on MERZ was designed to meet the needs of MERZ management, which was based on the technical principles of remote sensing and geographic information system.Firstly, the connotation and management requirements of MERZ had been analyzed under the guidance of the theories of marine ecological civilization, ecosystem integrity and ecological red zone policy, and the real demands of professional MERZ management and monitoring were summarized taking MERZ plans of 3 provinces as a reference. It was concluded that effective monitoring of MERZ should focus on direct occupation in the zones, development threats outside the zones and natural attributes changes of the sea area around the zones.Secondly, a complete set of remote sensing monitoring program on MERZ was deduced and using the relevant technical principles of remote sensing and geographic information system with the needs from MERZ management, in which the proper data sources, monitoring scope, monitoring objects, monitoring elements, monitoring frequencies and monitoring business process were defined, and the analysis models for monitored result was constructed.Finally, an application test of retrospective monitoring on MERZs in Tianjin sea area was done to verify the feasibility of the program, in which the remote sensing images of four periods in 2002,2009,2013 and 2015 were used.It was shown that, the core business and related requirements of remote sensing monitoring on MERZ which were concluded in this paper could meet the demands of professional MERZ monitoring and management, and the remote sensing monitoring program on MERZ designed in this paper was feasible with certain practicality, In Tianjin sea area, there had been no directly occupation in MERZs since 2002, while the sea area development and utilization around MERZs had constituted serious threat to them, and the natural properties of sea areas in which the MERZs located had changed greatly. |
