| With the concept of “sustainable development” and “beautiful China” develops,many cities no longer regard GDP as a “tightening policy”.In recent years,the administration has implemented “zero tolerance” for ecological governance,and imposed forcible disposal of projects and industries that do not meet relevant standards.In 2018,with the establishment of the Ministry of Ecology and Environment,China has further won in promoting ecological civilization construction,strengthening ecological environment management,building a modern management system and improving comprehensive management capabilities.This paper takes Fujian Province as the case,and takes 17 municipal districts of Fujian as the study area.Landsat-5 TM and Landsat-8 OLI/TIRS remote sensing images are used as data sources,and some Geo-analysis platforms such as ArcGIS and ENVI are used.Calculate the Remote Sensing Ecological Index(RSEI)in the study area,and classify the RSEI,and reclassify the area of each level;use the difference change detection to analyze the changed of the level;quantitatively evaluate the ecological governance of the study area via the ecological-quality level change index;according to the results of cluster analysis,the spatial distribution of clustering and outliers in each study area is further analyzed,and the spatial distribution of outliers is observed.Taking the summer remote sensing image of the study area as the research object,the study shows that the average value of the four-phase urban remote sensing ecological index as follows: Ningde 0.727,Sanming 0.701,Nanping 0.693,Longyan 0.675,Putian 0.608,Zhangzhou 0.607,Quanzhou 0.604.Xiamen 0.540,Fuzhou 0.520,the overall ecological environment quality is excellent.The difference change test indicates that the proportion of the descending area is the highest: Fuzhou,Nanping,Xiamen;the highest proportion of the same level: Quanzhou,Nanping,Longyan;the highest proportion of level areas: Sanming,Ningde,Longyan.By calculating the ecological quality level change index,the urban areas with obvious degradation of ecological quality level are: Cangshan District of Fuzhou,Huli District of Xiamen,and Jianyang District of Nanping;the urban areas with obvious improvement in ecological quality are: Sanming Meilie District,Sanming Sanyuan District,Ningde Jiaocheng District.For the single-factor effect,when increase the 0.100 unit RSEI,it will increase an average of 0.111 units of NDVI or an average of 0.138 units of NDBSI.The results of linear fitting of land use/cover area ratio and RSEI showed that the area ratio of forest land area and RSEI,the area ratio of human use land area and the regression coefficient of RSEI increased year by year,and the linear correlation degree was stronger.The area of forest land and human use land occupied appropriately.In comparison,it can effectively control the quality of the ecological environment.The RSEI in each study area is clustering,among which the low cluster state: Fuzhou,Putian,Ningde,medium cluster state: Zhangzhou,Nanping,Longyan,high cluster state: Sanming,Quanzhou,Xiamen.According to the high and low clustering/outlier analysis,the study area clustering is divided into low value transfer area,low value expansion area and low value stable area,among which Fuzhou and Xiamen are low value transfer areas;Zhangzhou,Quanzhou and Putian are low values transfer areas;Longyan,Nanping,Ningde,Sanming low-value stable areas. |
