In order to carry out real-time monitoring of drinking water sources, rivers and lakes, and to perform early-warning without delay when pollution occurred, many automatic stations of surface water have been built in China, especially in the Taihu River Basin, where the quantity covers nearly half of that of the country. Whether the surface water automatic stations play roles in time and which role to play are two aspects in enhancing the effectiveness of early warning, which reflected in the speed and results. To increase the speed depends on the reliable data, the rapid response and the information release in time. The results gotten reflect in tracing the source and the remediation of the pollution sources. Reliable data bases on the operation and maintenance, strict management and technology promotion; Rapid response of personnel needs regular exercise, practice and summary;, The tracing and remediation of source of pollution.require joining force with related departments.Jiangyin is an important city in the area of one body two wings in Wuxi, industrial economy maintained a rapid development. Though industrial restructuring and pollution control have been carried out vigorously, the contradiction between the amount of pollution and contamination capacity still exists. To further enhance the effectiveness of early warning can provide timely warning information on the safety of drinking water, the quality of water environment for environmental protection departments of the city, as far as possible to reduce economic and health losses caused by pollution. The experience in the management and early warning for water station in the Taihu river basin also can be accumulated by this method. The analyse of system error problem not clear between ammonia nitrogen mearsuring (photometric method) and the station structure can also provide a reference case.Based on the monitoring construction management and the resource conditions of early warning, analyzes were focused on how to improve the level of each link in the construction, daily operation, technology, information and personnel reserve and incentive measures. On the basis of the software and hardware of the early warning, the effectiveness of early warning was further improved by practice.The comparison of system error in determination of ammonia nitrogen content was as a breakthrough in the whole process, and the practical exercises of early warning was as an important point. Lastly, the measures and advice how to improve the early-warning in water quality were put forward. In the monitoring construction management of early warning, preliminary investigation and building for water station should be paid adequate attention, full participation not staying hidden area should be given in the construction process of water station. In the operation and management process, the problem on the influence of the normal operation of the water stations, standard assessment and water mearsuring errors, should be settled pro-actively and initiatively. In the aspects of reserves of early warning, the characteristics of pollution sources and risk source around the water station must be investigated, and fast test tube, portable fast measuring instrument and other auxiliary verification equipment also should be arranged. Personnel training must be in place; the various incentives are necessary; The communicating in various departments need to do in advance, with concerted effort. Early warning exercise need regularly and timely summary; The combat of early warning requires rapid distinguish of the abnormal data and the rapid dissemination of early warning information.
