| Beijing is facing with a large population, high intensity of social and industrialactivities, decreasing of water capacity and worsening of water quality caused theconflict between water resources and environment supply-demand. To meet therequirement of the scientific management of water environment, water environmentevaluation and forecast, as well as the emergency treating, the constructing a multi-class,multiple sources, diverse structure integrated information management and decisionsupporting platform is needed.The research mainly is focus on water environment early warning informationmanagement and decision supporting platform in a unified management platform, withthe support of network, geographic information system, remote sensing and othertechnicals. Mastering and controlling the water drainage facilities, water and other citywater facilities, water quality and the related operation by the on-line monitoring,mobile monitoring, laboratory monitoring and remote sensing monitoring, Visuallydisplaying and spatial expressing the water quality database with curve form anddynamic thematic map, to scientific and effective management the database of waterenvironment information and monitoring in water mornitoring and forcastinginformation. This platform system realizes the function of monitoring data analysis,anomaly identification, water quality evaluation, trend analysis and so on, grasping thewater environmental condition quickly. For example, when a monitoring site dataexceeds a safe threshold or normal, the system can give unusual identification andjudging the pollution degree, fixing the pollution position, then showing early warningon the Web GIS. The early warning model is to forecast and simulate the pollution orwater quality at downstream, identificating and assessing the risk. The advantages of thesystem including assessing the time span, spatial scale and degree of influence ofpollution accident, decision making comply with the event handling process, trackingand later recording, and providing regular monitoring and disposal of the incident afterthe assessment function, so providing strong decision support for the water environmentsystem infrastructure routine supervision and risk management. |
