On The Moral Basis And Practical Mechanism Of Ecological Compensation In China

With the process of China’s economic development about environmental pollution, ecological destruction and other problems have become increasingly prominent. The Third Plenary Session of the party’s eighteenth proposed specifically on " the construction of ecological civilization, must establish a complete system of ecological civilization, with the system of paid use of resources and the ecological compensation system ". On September 11, 2015 at a meeting of the political bureau of the CPC central committee, to further accelerate the pace of the construction of ecological civilization. The Fifth Plenary Session of the party’s eighteenth mentioned the green development to a new height. In the face of this is related to human survival and continuance, economic development and social progress of major issues, which must cause our attention and reflection. Under the new era of building a harmonious socialist society, ecological compensation system is putting forward to solve the problem of ecological environment providing a new strategy.This paper at the beginning illustrates the research background and significance of ecological compensation, and reviews the ecological compensation at home and abroad research status, which the meaning of ecological compensation is fastidious, thus illustrates the connotation and main types of ecological compensation, and combining with its practice in China, finding that there are still some problems. In this paper, from the moral perspective, environmental justice is an important part of social justice and is the basic content of construction of ecological civilization, and construct the ideological basis of ecological compensation system. By making people correctly understand intra-generational justice and inter-generational justice is not only reflected in between humans, but also between human and nature, that natural existence value. The relationship between the moral category extended from the relationship between human and nature, thus changing people’s values towards the natural environment in the thoughts and ideas ideology, which provide the moral basis for the establishment and implementation of the ecological compensation system. Although the practice of ecological compensation in China has more than 30 years ago, there are still some problems. For example, the concept of ecological compensation is not deep in people’s hearts, ecological compensation legal consciousness, people at random after the excessive exploitation of resources and ecological damage but not for compensating or restoring to the ecological environment. At the same time, the law enforcement is not enough to enforce the law. The author of this paper puts forward to some countermeasures for developing the ecological compensation in China further, and in order to active the study of this major problem.
