The Temporal Evolution And Control Measures Of Urban Ecological Civilization In Heilongjiang Province

Ecological civilization is formed in the course of the introspection that human beings introspect the material civilization which dominate human society for a very long time. It is not only a change of theoretical values, but also a change of mode of production and life-style. It is also a social reform of the whole social civilization involving material civilization, spiritual civilization and political civilization. Evaluating the ecological civilization of Heilongjiang province is beneficial for us to find inadequacy and the developing direction. We build the ecological civilization assessment criteria system to evaluate 12 cities in Heilongjiang province except Greater Khingan Mountains region due to its data insufficiency. The system will make assessments on these cities. So they can correct deficiencies, develop advantages and dig their own potential. It will indicate directions in developing ecological civilization for the cities at all levels in Heilongjiang province.This paper, through the introduction of the concept and connotation of ecological civilization and the establishment of the ecological civilization assessment criteria system of 12 cities in Heilongjiang province, further analyze the factors that influence the construction of ecological civilization in the 12 cities. In the process of building the system, we follow the principles of integrity, operability and scientific practicability. And we build the assessment criteria system which has 20 influence factors from four aspects, namely, economic construction, ecological environment, improvement of people’s livelihood and ecological awareness. We look up the relevant statistics from 2005 to 2014 in Heilongjiang province and use these statistics to evaluate 12 cities of Heilongjiang province through the Entropy Method, monadic linear regression analysis method. And we use Arcgis software to make it being visualization. The score of ecological civilization construction situation of Heilongjiang province can be divided into four grades. It shows the spatial evolution process of ecological civilization construction situation in Heilongjiang province. The analysis shows that in the 12 cities, Harbin, Tsitsihar, Jixi, Heihe and Suihua have rising trend on ecological civilization construction level; Hegang, Shuangyashan, Daqing, Yichun, Jiamusi, Qitaihe and Mudanjiang have downtrends on Ecological civilization construction level. Harbin gets the highest level in the construction of ecological civilization in Heilongjiang province.This research analyze the factors which influence ecological civilization construction in Heilongjiang province and reflect the basic situation of ecological civilization development degree in Heilongjiang province. And using mathematics methods to do quantitative analysis, this study finally puts forward the regulating directions, development ways and measures on the development of ecological civilization. All of this should have a certain reference value to ecological civilization construction of Heilongjiang province.
