Accelerate The Construction Of Ecological Civilization In Heilongjiang Province

The expedition of the ecological civilization construction is the grand blueprint and long-term strategy for the people’s wellbeing, for the foundation of sustainable development and for the security of our nation. At present, the construction of ecological civilization, has become an important direction In the future economic and social development, Chinese path in key areas and major as the task a province with rich ecological resources, Heilongjiang Province has encountered the major issue of ecological civilization construction, through profound studies of emergency and seriousness.This essay is divided into four sections. Section 1 is about the basic theories of ecological civilization construction. There are mainly two: Marxian theories on ecological civilization, including the thoughts on ecological civilization by classic Marxian theorists and those by the new central leading group; the proposal and scientific connotation of ecological civilization, with the gist and basic features of ecological civilization. Section 2 discusses the significance of the expedition of ecological construction by Heilongjiang Province, in five aspects: the urge to go along with the trend of times and of the development of economy and community, the necessary choice to relieve the pressure on environment and resources and to settle the prominent problems of ecology, the realistic requirement to build well-off society in an all-around way and to promote the harmony between human and nature, the major leap to determine the future strategies of development and to transform the pattern of growth, and the important measures to highlight the ecological advantages of Heilongjiang Province and to build core competitiveness. Section 3 is on the basic conditions, the existing problems and their causes of the ecological civilization construction of Heilongjiang Province, into three levels. The analysis shows that there are favorable conditions for Heilongjiang Province to construct ecological civilization, that there still there problems which can not be ignored and that there holds profound causes to these problems. Section 4 puts forward the way of realization to the expedition of ecological civilization construction, by 4 means: actively, improve the ideological level of the entire people on ecological civilization construction and guide the whole society to participate in ecological civilization construction; constantly, adjust the relationship between economy development and environment protection and promote the transformation into green development; consistently, enhance the legislation on ecological civilization and establish and perfect the laws and regulations system to ecology protection; and firmly, propel the creation of working for ecological civilization construction and elevate the comprehensive force on ecological civilization construction. Only through the efforts made in all-round aspects and on every direction, can we drive the pace of ecological civilization construction of Heilongjiang Province, can we make it more novel and more quickly and can we forge it the model for nationwide ecological civilization construction.
