On April 2010, Shenyang Metropolitan Area was approved by the State Council as National Comprehensive Reform Experimental Zone of New Industrialization. Shenyang Metropolitan Area owns strong economic strength. It is the most important economic developing region of northeast China, and also China’s major heavy industry base. At present, a region being as a whole to participate in international competition has become the characteristics and requires of times. After Shenyang Metropolitan Area became the National Comprehensive Reform Experimental Zone of New Industrialization, it will in a large degree speed up the integration of Shenyang Metropolitan Area. Through overall planning, clear function orientation, cooperative governance, accomplish sharing of sources within the region, complement of advantages and mutual development. But, when the Metropolitan has made remarkable achievements, we must realize that, Shenyang Metropolitan Area is a high heavy chemical industry concentrated zone of Liaoning province. It is an important production base of industrial equipment and raw materials, but also one of the most polluted area. Promoting regional ecological governance level permits no delay. This article, using regional ecological governance, intergovernmental relations, multi center governance theory, from the perspective of current ecological situation of Shenyang Metropolitan Area, learning from the successful experience of regional ecological governance abroad, deeply analyze the problems of Shenyang Metropolitan area ecological governance. Put forward suggests of establishing "win-win" cooperative coordination mechanism, improving regional ecological protection system, updating government performance concept, and constructing multi-center network of government, enterprises, academy and society cooperation.
