Reseach On Correct The Function Alienation Of Administrative Accountability In Our Haze Governance

Since 2013, there have been more than ten times that the country has a wide range of fog and haze, the number of haze days is the most since the last 50 year, people’s health, traffic safety, economic development has serious impacted, haze governance is imminent, while the outcome of haze governance on the theory and practice are unable to meet the current demand of haze governance. Administrative accountability is a mechanism through investigated the behavior of objects to implement specification the behavior of objects and correct the behavior. Introduc the administrative accountability mechanisms in the process of haze governance in our country can play the role of supervision and corrective specification, also can establish the responsibility image of the governmence.Under the efforts of Ministry of Environmental Protection and all levels of governmence, many cities have been proposed their own situations to control the fog and haze, but on the whole the function is not obvious. In March 2013 the Ministry of Environmental Protection putforward that through the assessment examination, open the results to achieve the air pollution of administrative accountability,some cities implement it, but in the actual operation of fog and haze administrative accountability in governance has emerged as a result of administrative accountability function alienation because of deviation of administrative accountability object, responsibility system and accountability results. This article firstly contrast the Situation on ideal and reality of haze governance, administrative accountability and the function of haze administrative accountability in governance. There are three elements are not the same of expectations resulting in the alienation of administrative accountability function.This article will research the alienation, to find the cause of alienation and propose solutions, research the Administrative Accountability from a new perspective to rich the theoretical study of administrative accountability in haze governance.
