In recent years, with China’s rapid development of oil and gas pipeline transportation, pipeline total mileage has increased from 200 km in 1958 to 71000 km in 2012. At present, pipeline transportation has become the main way of oil and gas transportation in China, with the construction of the west east gas pipeline. And gas transmission from Sichuan to East, west east gas pipeline, natural gas trunk pipeline and a plurality of connection pipeline. With the western crude oil (oil) pipeline, the Pearl River delta product oil pipeline project put into operation, China oil and gas pipeline network coverage has been expanding rapidly. At present, our country existing trunk pipeline capacity is insufficient, pipeline security risks are outstanding, and pipeline network level is still low. It is lagging behind the construction of natural gas peak shaving facilities and pipelines. The government supervision system and legal system is not perfect and other problems. Shouguang Dongying natural gas branch construction area is located in Shandong Province, Wei fang city and Dongying City. The construction unit is for the Shandong Lurun Natural Gas Co. ltd.. The project is expected in 2015 January. It is all together 1003000000 cubic. Natural gas pipeline risk management is an important task, and the risk assessment is an important content of the project preparatory work. It fixed asset investment in strengthening macroeconomic regulation and control, improving the scientific level of investment decision. And it guide and promote the rational allocation of resources, optimize the investment structure, reduce and avoid investment risk, and give full play to the investment benefit plays an important role.In this paper, a list of event tree analysis method, the implementation of risk management in the process of Shouguang Dongying natural gas branch engineering is studied, based on the relevant risk management theory analysis, system analysis of the implementation of the project risk identification, assessment, response and control. Finally it carries on the appraisal to the project risk management. We make a through study in this paper in order to find out the risk in project implementation and control, and to ensure the smooth implementation of the project.Firstly, we discuss the theoretical system according to the basic pipeline project risk management. And the Shouguang Dongying natural gas engineering construction project is analyzed.I made specific analysis in Shouguang Dongying natural gas engineering construction project risk identification, risk assessment, risk assessment from the internal and external risk to the project. Finally I put forward specific risk response measures. The risk in the construction of Shouguang-Dongying natural gas pipeline project from the decision-making stage to production has always existed, combined with the main risks facing the project owners, the internal risk through the analysis of definition as the decision risk, risk and construction approval.it analyze the risk characteristics of gas transmission engineering of natural gas, the risk analysis of the various stages of the project, the risk factors of each stage and sources, and the evaluation index system of risk. Through evaluation, it determines the main risk of the project from low to high order:risk decision risk, approval and construction risk, construction risk. Through the analysis and discussion of the project the main external risk is divided into:policy risk, economic risk and financing risk, assessment results for the financing risk and economic risk, policy risk the risk is minimal. This paper presents the engineering risk response measures in the assessment, the risk is the whole process control, ensure the Shouguang Dongying natural gas project smooth implementation of construction projects, to achieve the anticipated benefit.
