But in Erdos city economy the main pulling power for coal mining and exports, are heavy industry, which in itself and the industrial structure of today’s advocates are mutually contradictory. This "three high" development in the heavy industrial structure of the road is at the expense of the environment. This mode of industrialization, the problem will enable us to continue to haunt in environmental pollution, if allowed to develop, Erdos city will be faced with serious environmental constraints, resulting in the optimization and upgrading of industrial structure can not be, and economic development will be affected. Through the research, the author found the monograph, according to different pollutants(industrial waste water, industrial waste gas and solid waste) of environmental Kuznets curve of the Ordos City is not all inverted "U" curve, the relationship between economic growth and industrial wastewater is presented "U" type. Therefore, the author on the basis of this, according to the size and structure of these two kinds of effects of environmental factors on the quality of the multi factor analysis, the results: in the environmental quality index representative of the changes, the structural effects play a very important role. Therefore, the theoretical hypothesis of Ordos City, policymakers should not blindly apply the environmental Kuznets curve, and ignore the environmental problems caused in the course of economic development, but should vigorously promote the optimization and the development of technology and the upgrading of the industrial structure, and promote the rapid development of green industry, service industry, circular economy and environmental protection industry, the use of a variety of channels, based on brought about positive effects on environmental quality, and reasonable adjustment of industrial structure, so that the Ordos economy can really go on the road of sustainable development.
