Urban Sludge Resource Utilization Paths And Benefit Evaluation Under The Background Of "Two-oriented Society" Construction

The treatment and disposal of urban sludge is a part of urban construction. The sludge production is also increasing with the increase of urban sewage, sludge treatment and disposal has become a difficult problem in urban construction. Although urban sludge is the remaining waste of sewage treatment, it also contains a lot of available resources, and also can be resource utilization. Because of China’s urban sludge treatment and disposal is not so good, this not only caused a large number of environmental problems, it is also a waste of resources. So it’s really necessary to carry out resource utilization, It not only can save resources, but also can be good to environmental protection, this is also the meaning and essence of the Two-oriented society construction.The paper is based on the background of the Two-oriented society construction, and taking the Coordination theory, the Sustainable development theory and the Circulation economic theory as a guide, it has analyzed the status quo of China’s urban sludge treatment and disposal and to find the existing problems and put forward to resource utilization of sludge and proved the necessity and feasibility of the resource utilization of the sludge, and then analyzed the paths of the resource utilization, using the Entropy method and the fuzzy comprehensive evaluation method to evaluate the benefits of the resource utilization and finally put forward the safeguard measures of sludge resource utilization. The main conclusions of this paper include:(1)China’s urban sludge treatment and disposal problems:Firstly, urban investment of the sludge treatment and disposal is low; Secondly, the backward technology and equipment and the management is not in place; Thirdly, the sludge treatment and disposal rate of the town is low, especially for the sludge resource utilization rate.(2)Urban sludge resource utilization is the demand of the Two-oriented society construction and economic development pattern, it’s also proved to be feasible to have the technology support and the support of national policy.(3)Based on the analysis of current urban sludge treatment and disposal, the path of urban sludge resource utilization under the background of the Two-oriented society construction:Land utilization of sewage sludge, sludge compost, incineration of sludge and sludge utilization of building materials.(4)Through the establishment of index system of economic, social and environmental benefits, to evaluate the urban sludge resource utilization efficiency of path by using the entropy method and the fuzzy comprehensive evaluation method, which has drew a conclusion that the current technical conditions of sludge materials utilization is the best path in the current technical conditions.(5)The countermeasures of urban sludge utilization include 5 points: Establishing and improving relevant laws and regulations and management mechanism, moderate protection and incentive policy, establishing the cost compensation mechanism, Strengthening personnel training and encouraging technological innovation, strengthening propaganda and public opinion.
