The rapid development of economy and population expansion, the deterioration of the natural environment, resource exhaustion, ecological system lost many problems are increasingly highlighted balance, serious impact on human beings and human offspring survival and development. Therefore, to accelerate the transformation of economic growth mode, guidance and establish social resource conservation awareness, vigorously develop the circular economy, it is necessary to construct a resource-saving, environment-friendly society. First, from the western developed countries such as Germany, Japan, advanced development experience of the United States, including in the public participation, legislation, science and technology R&D and so on were discussed in detail; second, from the government point of three main inspiration to build a resource-saving society in China:to encourage the public participation, perfect the law guarantee, provide policy support. The fifth chapter, countermeasures for China’s resource-saving society construction.
