With the growth of globalization and urbanization, developing city faces increasing challenges. Urbanization in China is always constrained by environment issues. The growing public concerns on environment has revealed environment protection problems on Chinese urban planning. If protecting environment, as one function of urban planning, cannot integrate with the trend of society development and sciences, urban planning would not be able to play good role of regulating city development and construction.This thesis will study the environment protection problems occurred during urbanization using the relative statistical data of Ningbo. Three environmental problems found on Ningbo’s urban planning are weak awareness of protecting environment on public, lack of regulation on post environment protection, and incompletion of infrastructure for environment protection. The following reasons contribute to these environment problems:excessive emphasis of economic benefit, flaw of government official’s value on leadership achievements, lack of evaluation of city’s capacity on environment, and unreasonable layout of city functions.Focusing on the above research results, the thesis will provide suggestions to enhance our environment protection function during urbanization by the synthetic study of public administration and urban planology, and to improve our city planning environmental protection function in the process urbanization to put forward about the concept to change; a regular system of environmental protection and reasonable urban plan layout of the three most relevant measures,in order to developing the maneuverability and availability of urban planning, playing the role of leading on urban development.
