Pipeline now has become the main means of transportation of oil and gas, for its economic, safe and efficient. With the development of pipeline transportation, pipeline accidents that caused casualties, property loss and environmental pollution also warn people the importance of pipeline safety. And then pipeline integrity management technology appears, in which the pipeline risk assessment as an important basic work of it, to ensure the economic security of the pipeline run of great significance.Daqing-Harbin oil pipeline take on the task of transporting crude oil to Harbin refinery. If the pipeline shutdown or other accident happens, it will bring a lot of impact to production and people’s life. Due to the presence of corrosion, deformation, tying, and other issues through environmental sensitive areas of the old pipeline, when the new pipeline completed, the old one has been replaced. In order to carry out the work of the new pipeline integrity management, the risk assessment on the new pipeline is necessary.Based on the research of the theory of pipeline risk assessment and evaluation techniques, and combined with the actual characteristics of the new Daqing-Harbin oil pipeline, this paper carry out a risk assessment, to analysis the risk factors that affect the pipeline failure in depth. Mainly include the following aspects(1) To expound the principle of risk-based inspection first. Then based on the field investigation and data analysis of the new Daqing-Harbin oil pipeline, using the RBI method to analyze the flammable consequences and the possibility of failure, and gives the results of risk matrix. The risk is mainly for medium and large pore discharged through the accident.(2) According to the five risk factors such as corrosion, maloperation, third party damage, manufacturing and construction defects, assess the new Daqing-Harbin oil pipeline by using RiskScore. Through this application, risk can be identified by every subsection, and the risk score can be calculating from failure probability and failure consequence. 12 subsections with higher score are the ones need to pay more attention. Finally gives the results of risk matrix and mitigation measures.(3) Considering the pipeline third party damage factors, a fault tree model of the new Daqing-Harbin oil pipeline has been established. Using the comprehensive method based on expert judgment method and fuzzy set theory to determine the probability of basic events, and to conduct qualitative analysis. At last puts forward the corresponding countermeasures.
