The increasingly urgent trend of global warming,the pressure of survival ofmankind brought by heavy fog, energy resources supply problems during theprocesses of industrialization and urbanization construction are warning us that thetraditional way of high carbon development has brought great challenges to humansurvival.To explore the reason, high consumption, high pollution, high emissions oftraditional development mode is the most important reason. It would have to due tothe development concept of bias. The most important thing is establish low carbonconsciousness, change the traditional concept of development, choose the low carbonroad.Currently, research on low-carbon development is more abundant, but the designcut into relatively small.I believe that the lack of low-carbon development concept isprecisely one of the main causes of the current ecological problems.Based on theactual use of collected widely the domestic and foreign low carbon conceptdevelopment theory discussion and literature, combined with the actual results in theSino-Singapore Eco-City low carbon development construction and the existingproblems, the author discusses the following aspects.The first part defines how a low-carbon development needs of the design concept.Firstly the specific meaning of the concept of low-carbon development includingthree levels of low-carbon economy, low carbon society, low-carbon life, secondly itpointed out the dynamic mechanism design to achieve low-carbon development, suchas education, system design, independent innovation, the difference between thedifferent design concepts and low carbon development concept in traditionaldevelopment index system, factor inputs, outputs and other aspects of benefits,finally, from the philosophical perspective on the development of low carbon designconcept with a reflection and review.The second part introduces the concept of foreign low-carbon development valueshift. Firstly sort out the foreign development design change process from Britain’s "low carbon economy" to Japan’s "low carbon society", and then toSweden’s "low-carbon city". On this basis, we summed encourage local conditions,seek economic optimum, adhere to the interests of the boot to respect the laws of themarket and the only technology on foreign experience problems.The third part of the study of the development of new low-carbon eco-city designapplication and effectiveness. After a brief introduction of the new eco-citydevelopment situation on the basis of a low-carbon, low-carbon developmentconnotation proposed design concept, sustainable development as the core, lowcarbon cycle refining the design principles of its low-carbon development concept.Breakthrough resource constraints, strengthen independent innovation, adhere toecological priority. Furthermore, the effectiveness of the use of new low-carboneco-city development design philosophy summarized.The fourth part points out the shortcomings in the development of newlow-carbon eco-city design concept exists and the corresponding countermeasures.Mainly the implementation of overly complex technical bottleneck constraints, weakpublic participation, such as lack of dynamic management, therefore, we shouldstrengthen the sense of crisis, rely on technological innovation and publicparticipation, improve the dynamic assessment and other indicators in order to makethe low carbon development become better and faster.
