Land is the indispensable material basis for human survival, also it’s the foundation of the social and economic development. Therefore, the industry paid much attention to the research of land resources. The key link in the research of land resource is land management. Due to the complex system engineering, and the complex system configuration and program, whether it is fabricated from basic charts, or all kinds of plots of data extraction, analysis, use and archiving of, or the daily management and other aspects are very tedious work. The traditional manual management has been difficult to meet the requirements of modern planning and management work. This dissertation is based on the project of Yangchun City land use planing. It focuses on WebGIS technology, combined with the Silverlight rich client technology and object-oriented development language c#. Achieved good results on researching and developing of land use planning assistant system.This research put forward to use WebGIS technology to study and develop Yangchun City land use planning assistant system for existing problems,. This system adopts Silverlight rich client technology, combines with C# object-oriented language for secondary development, improve the development efficiency significantly, and enhance the spatial analysis results. In the database design, this system using Geoglobe Server publishing platform to publish spatial data and attribute data storage in a MySQL relational database uniformly, improved the accuracy and efficiency of data management and operation significantly. In the functional design, the developed visual interface software which is based on establishing the basic idea and goal of land resources management "managing of land by GIS", not only achieved the the scientific management of land data effectively, but also provides a series of functions, including data query, display, update, statistics and maintenance.The obtained results can be used as reference for similar research projects, also can be used for the secondary development of WebGIS information public service platform, for the improvement of Silverlight client technology. Also, the results can provide certain support and reference for the B/S architecture technology application and improvement. The detailed analysis and design of functional modules, design realized five main function modules:system management module, project management module, dual/ shutter contrast analysis, place name and address query localization, path query, better meet the application requirements of current land use planning auxiliary services.
