Human society entered the period of rapid development ever since the Industrial Revolution. However, while people are enjoying the fruits of economic growth, they have to face a series of subsequent problems, and climate change is one of the exceptionally severe and complicated problems, which involves a wide range of areas with far-reaching influence and posing a severe challenge to human’s future survival and development. Faced with this situation, countries all around the world unite together to cope with this global problem. From the Toronto Conference in 1988, the problem of climate change was rapidly on the international political agenda and became one of the global governance issues that receive the most attention. In 1992, the United Nations Framework Convention on Climate Change was promulgated officially, and according to its regulations, the highest governing body "the Conference of Parties" will hold a meeting every year. At the parties’ first meeting, the participating countries decided to form a legal document about specific measures to cope with climate changes to make up for the deficiencies of the Framework Convention. Therefore, the Kyoto Protocol came into being at the right time, and international games focusing on the protocol have also kicked off. Throughout international climate change negotiations related to the Kyoto Protocol, Japan and the European Union are two forces that cannot be ignored. One of them is the host of the Kyoto Conference and the "mother" of Kyoto Protocol. Another of them is the recognized "leader" in climate governance, so both of them have enough strength and strong willingness to promote the stipulation and approval of Kyoto Protocol. In the course of negotiation, there is conflict, competition and cooperation and coordination between Japan and the European Union, and they succeeded in saving the Kyoto Protocol, which was at risk due to the leave of the United States, and contributing the effectiveness of it. In this paper, the coordination between Japan and the European Union in the negotiation of the Kyoto Protocol was the object of study, and the author tries to analyze the causes, main characteristics, influence and implications of the Kyoto Protocol.The paper consists of introduction, four chapters and conclusion:In the introduction, basis of the topic and significance of the research are explained and on the basis of results of researches both at home and abroad, research ideas, methods and innovation of the paper are proposed.In the first chapter, basic principles and the development history of relevant scientific researches of climate changes are introduced, and it was briefly elaborated that the problem of climate change the evolution process from a scientific research topic to an international topic and the establishment of the mechanism of the United Nations Climate Changes Framework Convention. And after reviewing early climate policy of Japan and the European Union, basis of cooperation in the negotiation of the protocol and source of disagreement are analyzed and concluded.The second chapter mainly talks about the negotiation of the Kyoto Protocol’s contents between Japan and the European Union, and it can be sorted as formulation period of the Kyoto Protocol, the period during the Kyoto meeting and the approval period of the Kyoto Protocol.The third chapter starts from the particularity of the climate problem and characteristics of negotiation between Japan and the European Union about the Kyoto Protocol are summarized. Later, its influence to climate governance all around the world, Japan and the European Union is explored, and then the main problems in it are analyzed.In the fourth chapter, on the basis of understanding Japan and the European Union, as two advanced forces in the field of climate governance, take a series of coordination actions to successfully promote the approval and effectiveness of the protocol, the formulation of climate policy in our nation and significance of carrying out climate diplomacy are proposed as well as the implication to the global climate governance.In the conclusion, main points of this paper are summarized on the basis of the previous analysis and elaboration of negotiation between Japan and the European Union about the protocol with the prospect of the future of global climate governance.
