| Corporate enterprise is a new advanced business organization model which emerges based on social mass production to meet requirements of the productivity developing and the market economy. It is a united multi-level enterprise consists of several legal entities connected by capitals. Base on background of state structural reform and industrial integration, CETC Corporation is founded by 47 Electronics Research Institute under the Ministry of Information Industry. To meet the development of the socialist market economy and the requirements of a modern enterprise system, foundation of a modern financial management system parallel to corporate developing strategy becomes the most important tactics. The topic of the article is financial management model analysis with the core of cash management. The author will firstly state relative basic principles to conclude that the core of financial management is cash management; secondly, analyze the current status of financial management system of CETC Corporation, especially focus on construction, operation and performance analysis of cash settlement center; thirdly, after analysis of current financial management system, find out problems on corporate governance, cultivation of talents, risk controlling, promotion of overall budget management, information system construction and effective cash utilization; finally, emphasize the foundation and consolidation of financial management with the c ore of cash management upon problems existing within financial management system of CETC and point out the direction for further development. Constructional recommendations will be given on how to establish a set of management system which is suitable for the firm, which can represent the advantages of the firm, can avoid financial distress and maintain effective and balanced cash flow. The purpose is to help the corporation adapt to the changing inside and outside circumstance and enhance competition capability. |
