With more and more severe employment situation, and the contemporary young people’s entrepreneurial enthusiasm rising, several graduate students work together to create a technology company in the new century. The company in the early entrepreneurs, founders is that managers and employees, therefore fails to establish the relevant performance management system. With the continuous development of the company, the number of employees is increasing, many internal management system problems begin to emerge, affect the development of the company. Therefore, related system calls for technology improvement and perfection of the new century.In this paper, based on the investigation of the new century science and technology company has obvious problems, related to the system is currently performing analysis, noted that the main reason resulting in company development stagnation is not yet established an effective performance management system. Performance management for growth from the period into the development of the enterprise is particularly important, no effective performance management, enterprise and individual performance to go continued to upgrade, enterprises and individuals can not adapt to the brutal competition in the market demand, will eventually be eliminated by the market. Therefore, this paper focuses on the development in the new century science and technology company goals and needs of employees, according to the current situation of company, according to the scientific process, establish a set of performance management solutions company’s current situation with. In this paper first explains what performance management, what is the purpose of performance management, how to establish the performance management scheme, in making the scheme of the process should pay attention to what the details. Then according to the new century science and technology company departments and staff, make assessment plan, identify the key performance indicators, to implement the new performance management program. Before the implementation of the new scheme, the first in the marketing department according to the trial, trial of plan to improve, promotion in the company. This paper emphasizes two points:one is the performance management system of science and technology, new century improvement process, to build a platform for communication with the staff, to ensure that there is an exchange of views between managers and employees of the channel. Through the platform of communication, not only can reduce the gap between the upper and lower levels, and can improve the staffs working enthusiasm. Two is in the process of formulating performance management scheme, should pay attention to let the staff participation, so not only can lay the foundation for the implementation of the new plan, also can improve the staffs sense of responsibility and the sense of belonging. The new performance management system is the main object of departments and employees, the specific implementation is completed by the company executives and personnel departments.At present, small and medium-sized enterprises in pioneering period into the period of development, will usually meet the enterprise internal management system, and the action pattern does not match the situation, enterprise development stagnation or decline in performance. In this paper, study and improve the technology companies in the new century the performance management system, in the process of development of contemporary enterprises solve the problem in the system has a certain reference value.
