An enterprise could not run properly without staff. Talent unquestionably plays a vital role in enterprise management nowadays. Albeit, how to administrate talents, develop and stimulate their potential capability, meanwhile activate their initiativeness has all along been a task of great impor tance in reference to human resource management. While it comes to the time that performance ad ministration turns out to be increasingly deep into daily work, performance review has been applie d to a wider range. Nevertheless, seeking an appropriate review system which could meet the antic ipated target without incurring dispute is generally what personnel in managerial level are being co nfronted with.This article is composed with departments and positions of China Nuclear404Company, LT D which is a large state-owned enterprise as researched object. System which places target or tas k as assessment subject. Through analyzing the feature of the entire company and each specific de partment, we will penetrate into the fact why the current performace review system which is built based on KPI index drops into an embarrassed situation, failing to meet expectation of performanc e review. Accordingly, we could manage to avoid the disadvantages of KPI assessment and finally find out a suitable evaluation.It will provide certain beneficial reference to solve out the long-standing issue with regards to performance evaluation of state-owned enterprise.This paper is divided into five parts.The first part is preface, dissertating background and meaning of research as well as thinking and method this article follows. Moreover, introduction to theory, based on which, the paper is wri tten, is also included in the foreword part.The second part comes as evaluation of current performance review system. Company and ex ectives’ feature are briefed at first. Subsequently, the current assessment and its construction proce ss are expatiated. On basis of the elaboration and the feature of executives, we are trying to figure out the issue consisting in the current system and the reason of its existence.The second part comes as evaluation of current performance assessment system. Based on the second part, th-e ide a of replacing the evaluation determined by KPI with the one done by target or task is proposed.Th e principle, object, thought as well as detailed content of the new idea are expou-nded.The forth part focuses on the measure ensuring smooth implementation of the new syste-m.Attention has been paid to the assessment system as well as organization components in order t o create an agreeable circumstance to operate new system and assure its steadiness as well as effec tiveness.The fifth part is the conclusion and anticipation,incorporating potential issue which may happe n and need close attention during the implementation of new system. Meanwhile, it has offered so me opinion for further reform.
