The study of resilience in China started relevantly late, and there are few literatures available. Therefor, this paper begains with a massive review of the foreign literatures on resilence and tourism resilence. Accordingly, this paper defines tourism resilence as the capacity that the tourism system poseesses to resolve external shocks, to reserve, adjust, and development in crisis, to meet the varied demands of the tourists, and to realize the established economical goals. According to the resilience theory and the analysis of the characteristics which the tourism industry rely on to reserve, adjust, and development in crisis, the key roles of tourism resilence are found, namely tourism enteriprises, tourism practitioners, government, ecological environment, tourism resources, inhabitants of the tourism areas, and tourists.56indicators are selected based on further literature review of the resilience, tourism sustainable development, and tourism resilience. The number of indicators is sifted to36with the method of Delphi method associated with Fuzzy mathematics. The hierarchical structure of the indicators and the weight of each indicator are established with the method of Analytic hierarchy process (AHP), and the assessing model of ethical region tourism resilience is established according to fuzzy comprehensive evaluation method. This assessing indicator structure and assessing model are used to assess the tourism resilence of Tibetan Autonomous Prefecture of Gannan, the results justify the feasibility of the assessing indicator structure and assessing model.As the further selection of the indicators is based on limited number of specialists, the insufficient samples become the most sginificant limitation of this research. Further investigation and research would conduce to the modification of the assessing indicator structure of ethical region tourism resilience. In addition, the choice of the assessment methods will be more flexible with the increase of the application experiences and targeted assess objectives.
