| Because of vulnerable eco-environment, with unreasonable development by human beings rencent years, the karst region of northwest Guangxi is facing extremely serious problems such as rocky desertification, reduction of ecological diversity and environmental pollution, etc., which greatly restricts its economic and social development. To realize economic, social, and environmental comprehensive, coordinated and sustainable development in the karst region of northwest Guangxi, the economic growth mode must be fundamentally changed. To develop the circular economy vigorously is the only way to realize sustainable development of economy, society, and environment in the karst region of northwest Guangxi.This paper studied the theory of circular economy, and by taking into account of the research results about the evaluation index system of circular economy, on the base of comprehensive analysis of ecological environment and economic development in the karst region of northwest Guangxi, following the guidelines and design principles of the design of the evaluation index system of circular economy, this paper made out a preliminary comprehensive evaluation index system of the karst region of northwest Guangxi, which is constituted by 3 levels and 5 sub-systems and 52 operation indices. In order to make sure the system is of applicability and simplicity,we made an analysis of independence and principal components of the preliminary indices based on the statistics 2002-2006 of Hechi City,and finally picked out 31 operation indices to make up the evaluation index system of Hechi City. This paper also made out an evaluation-mode using the method of fuzzy synthesis evaluation and the method of combination giving-weight-value. After then,we evaluated the Hechi's circular economy development by making use this mode and then conclusions were made. (1)From 2002 to 2006, the developing level of circular economy in Hechi City has been in the transition from undeveloped stage to primary stage,but on the whole it has remained on the undeveloped stage, so its developing level of circular economy was still very low. (2)As to the economic developing subsystem of circular economy, the speed of economy development was fast; the benefits of economic growth was obvious; the economic structure in general was rising, but the rise was mixed with fall, and its economic level is still very low, with its problem of food security deteriorated with fluctuation. (3)As to resource consumption subsystem, the use efficiency of industrial and agricultural resources was low. The economic development still mainly relied on high consumption of resources for supporting. The task of energy saving was still heavy. However, the idea of economical use of resources had an impact on people's lives and also got practice. (4)As to recycling subsystem, the development of industrial and agricultural recycling is totally in good shape. However, the utilization of industrial solid waste has also great potential. (5)As to pollution reduction subsystem, government and industrial enterprises in the city has made their tireless efforts to decrease the pollutants discharge in Hechi city to a certain degree of relief, but the factors of industrial waste gas, sulfur dioxide, industrial smoke have long plagued the urban environment. (6)As to environmental security subsystem, the Hechi City's environmental safety factor is still very low. It urgently need to raise the level of environmental safety.Finally, taking into account the Hechi City's status of low developing level of circular economy, this article made some reasonable suggestions from aspects of thinking and understanding, economic development, resource consumption, recycling, pollution reduction and environmental safety, in order to promote circular economy development in Hechi City. |
