As the support of sustainable development theory, the ecological resilience plays an important role in coordinating the relationship between economic growth and environmental protection as well as easing the contradiction between human and the earth. And the research result of ecological resilience is considered as a major criterion for sustainable development of social and economic development. Through analyzing the actual carrying capacity of local natural resources and environment in a specific time, the ecological resilience study determines a reasonable speed of population and socio-economic growth rates and measures the coordination degree of human socio-economic activities and environmental development. The application of ecological resilience in assessment of land use planning is, based on the carrying capacity theory, to determine whether the regional resources can support the development intensity of planned population size and economic growth and bear the impacts of the planned land use scale and structural adjustment from the perspective of regional resources environment supporting social and economic development to provide a scientific and feasible basis for the assessment of the land overall use planning. Therefore, the introduction of ecological resilience in the assessment of land overall use planning is of great practical value to improve the scientificity and reliability of assessment methods and results as well as to perfect and develop the technical assessment methods.By using documentary research, systematic approach and theory combining practice research methods, this thesis discusses the application process, framework models and analysis methods of ecological resilience analysis in the assessment of the land overall use planning. Moreover, by using the framework model of"target-guidelines-index", it establishes the assessment index system and quantitative models for the analysis of comprehensive ecological resilience. In this thesis, the combined assessment method of single factor analysis and comprehensive assessment has also been used to fully evaluate impacts of the planning on regional sustainable development. The overall land use planning in Gaocheng, Hebei is used as a case study.The main achievements are as follows:1. Based on analysis of the content and features of the carrying capacity planning, it is considered that the assessment is forward-looking rather than a review or real-time carrying capacity analysis, which is mainly reflected in the index selection criteria and assessment procedures. 2. The combination of the single factor analysis and comprehensive assessment methods, on the basis of ecological factors analysis, is more helpful in identifying the main issues and factors constraining the sustainable development of natural-economic-social complex ecosystem, and is in favor of carrying out assessment and revising the planning scheme.3. Within the framework of multi-index assessment methods, this thesis takes the fuzzy membership assessment methods to assess the criterion layer and the goal layer separately, and in this way, it is much easier to analyze the environmental problems brought by planning programs.4. This thesis has the following conclusions by the case study of Gaocheng:(1) The implementation of the planning scheme allows a more stable development of the ecological elasticity index, a substantial increase for the coordination between regional resources and environment carrying capacity and socio-economic development, a substantial decrease for the degree of ecological resilience elasticity and of resources and environment pressure-bearing, and a much stronger ecological resilience. Therefore, the supporting ability of regional resources environment for economic and social development is further enhanced.(2) Analysis on the assessment index shows that the increase of five indicators affects the improving of regional ecological environment most, which are water resources per capita, forest coverage rate and forest area per capita, the percentages of the above-scale industries and the tertiary in GDP.
