As an important part of Bank human resource management, performance evaluation managing plays an extremely act in attracting, retaining and motivating qualified talents. Therefore, rational performance evaluation has become the hotspot and focus of attention. Performance appraisal has a pivotal role in the development of Bank branch, which is the most concerned part of human resource management activities, and is the baton of daily management activities. Rational performance appraisal scheme design not only can motivate staff working enthusiasm, improve the sense of belonging to the organization, but also could fully reflect the strategic plan and values of the branch. A good way to promote steady advancement of the branch business is to organically combine the construction of performance appraisal system with business development strategy, then to make performance appraisal work become an important leverage of achieving branch development strategy.The main issue that discussed and researched in this article is that in the fierce market competition, how to further improve the performance appraisal system, development scale match and toward more scientific and orderly development of Bank of China, Q City Branch. In this paper, it learns the advanced experience from the domestic and abroad industry, in-depth assesses and evaluates the status of performance management of BOC Q City Branch with combine the theory of knowledge, analyze the problems of existing performance management system and the reasons of these problems.In the first chapter, it confirms the research contents and methodsthrough the study of domestic and foreign counterparts’advancedexperience and relevant practical knowledge; In the second chapter,it determines the purpose, role and principle of the performance evaluation system redesign, which by objective analysis andeffective position, for Q City Branch; Then in the third chapter,based on Q City Branch’s current managing situation, it analyzes the overall performance appraisal comprehensively, identifies the current problems and the short comings and deficiencies of the previous performance appraisal system. Based on fully combing the development strategy of Q City Branch, it establishes the modify object and target implementation; in the forth chapter, it establishes the performance evaluation design operation, discusse sand combs how to improve the performance appraisal management of the operating branch, which for solving the current problems which including operational inefficiencies, weak employee engagement, low arrack power and so on. To strengthen the defend role of operating Branch’s and improve the core competitiveness of the branch.Base on the above acknowledge, the paper identifies the objectives, principles and conditions of performance evaluation system design of BOC Q City Branch. Base on the theories as Economic Value Added EVA, key performance index KPI,360-degree assessment, the Balanced Scorecard method, it completed the performance evaluation program design of Q City Branch, discusses the required supporting measures to improve the performance appraisal program, to perform culture as the core, to strengthen the organization and leadership performance appraisal, performance-based culture, and improve management performance appraisal system to a learning culture to safeguard and strengthen the training of the workforce, comprehensive measure the efficiency and management level of the Branch.To conduct a preliminary study and summary on how to improve performance management, in order to resolve the current network operational inefficiencies, to strengthen the service and marketing outlets fort functions, to enhance the core competitiveness of retail banking purposes.
