As the rapid development of Chinese economy, the financial industry has changed significantly and the competition is becoming increasingly intense among banks. China CITIC bank as one of the stated-owned commercial bank in China is also facing such great pressure, therefore, how to recognize our strengths and weaknesses; how to expand the financial market share with a reasonable risk management and how to use the theory of the performance management effectively to increase Card Centre’s profits and employees’ work capability that are the obvious questions which can not be avoid to research.Since Human Resources are one of the most important input factors in state-owned banks, human resource management plays an intelligent role in bank management. The performance evaluation is the core of the human resource management in commercial banks, and it has well developed abroad. Due to historic reasons, the execution of performance evaluation in Chinese commercial banks is not implemented well and it has become a difficult problem. Performance evaluation not only affects on the current index of commercial banks, but also has an influence on the benefits of bank customers. This article is base on the theory of performance evaluation to analyze the current situation and problems of China CITIC bank’s performance evaluation in detail, and also improve the outsourced employee’s performance evaluation system.The project of the outsourced employees’performance evaluation in China CITIC bank draws on the experience of the Balanced Score Card, Key Performance Indicator (KPI) and the empirical method to redesign the existing performance evaluation project. The purpose of this project is to boost the outsourced employees’work enthusiasm, to improve bank operation management and to promote the integrated development in dispatch department of China CITIC bank.
