For a long time, the western commercial banks are researching on performance management widely and deeply, they have sophisticated management idea, assessment methods and manage practice. Owing to historic reasons, commercial bank performance management in our country is backward largely from the western commercial banks on research and practice. To meet the market demand of maximizing shareholder value and management demand of improving efficiency, the managers of modern commercial banks are regarding performance management as the most important part of strategic management. To build up strategic performance management system is of important practical significance on realizing bank strategic goal and improving sustainable development.Based on the basic theories of performance management, this paper engaged in deep interview, questionnaire survey, and locale tracking observation, by these efforts, this paper made an analysis of the performance management situation in China Citic Bank T branch, and find out that T branch replaced performance management with performance assessment, and without highly related strategic, widely coverage, and scientific performance assessment system. For that, this paper used the 360 degrees feedback method to design a program of the bank satisfaction assessment and stuff ability and attitude assessment, used balanced score card(BSC) method to solve the problem of the single assessment and poor related strategic, and used the economic profits method to change the business idea of that focuses only on scale expansion not on risk adjusted profits. To solving the problems, this paper put forward a new corresponding program on performance management, including the performance plans, performance implementation, performance assessment, performance feedback and interview and performance results applying and so on. This paper focus on two aspects: the one is applying scientific performance management methods in the performance assessment; the other one is analyzing deeply in the link of communication and feedback in performance management cycle, to find out how to improve performance during whole communication. At last, the paper proposed the safeguard measures for applying the new performance management program.
