The development of the21st century is talent competition, the enterprise need talent, therefore, the core competitiveness of enterprises embodies in talented person’s competition. As the management of human resources department’s role as the general functional departments, human resources management in some level architecture for other management personnel, and business development play a key role, therefore, the importance of human resources will be especially prominent, and the attention of more and more enterprises and institutions.1978since the reform and open policy, a very long period of time, the main management state-owned enterprises are in salary level is low, salary structure imbalance, the lack of fair selection of bad condition, promotion of enterprise’s value and contribution is not fair to come out now, along with the state-owned enterprise’s growing incentive mechanism not then follow up, not only does not so much incentive effect.At the same time, relative to the private enterprises, state-owned enterprises performance incentive system is relatively backward. Based on the above questions, I will be the bank of China as an example, through the analysis of state-owned enterprise personnel structure, incentive in major utility plays on the state-owned enterprises by analyzing the performance of employees effective efforts, analysis how to improve employee performance incentive so as to raise the enterprise talent competitiveness on the basis of. The KPImode and specific implementation details related to performance, details related to performance, and carries on the elaboration through the existing state-owned enterprise performance incentive system for the existing problems, and to the bank of China as the auxiliary, the theory of incentives put forward measures for improvement performance incentive system.The first part of the state-owned enterprise present performance incentive system research background and significance are introduced. The second part of the state-owned enterprise performance incentive system is analyzed, find out the mistakes in the process of implementation and problems. The third part introduces the main mode of state-owned enterprise performance incentive system is adopted, and the performance appraisal system,performance of current incentive system for the analysis, find out the deficiencies and areas for improvement. In the fourth part, Chinese banks performance incentive system as an example, find out the existing problems and the causes. On this basis, the fifth part combined with the above theory analysis and case, improvement of performance incentive system does some exploratory.
