In the era of knowledge economy, for the high-tech enterprises of HT, its research and development activities capacity (Research and Development, the following referred to as R&D) decision with high and low with the pros and cons of the competitive ability of the enterprise, therefore, as the R&D activities in the main body ofR&D personnel is critical to the operation and development of high-tech enterprises. Prior to its current R&D personnel’s performance appraisal system of imperfect, incentive mechanism unreasonable to lead R&D personnel practitioners satisfied with the degree of HT’s decline, and thus lead to the company’s R&talent of D repeatedly showing the abnormal loss, so HT’s R&D activities overall performance severely affected. The authors discuss this case for HT:The key reason is that the current R&D personnel to implement a single incentives not able to meet the multi-level psychological incentives due to demand.Therefore, performance appraisal theory, incentive theory as guidance, through the analysis of high-tech enterprise HT R&D personnel work characteristics, using the combination of qualitative analysis and quantitative analysis, combined with the actual situation of HT’s, select determine the HT for R&D personnel work the four aspects to evaluate the performance of scientific research results, the ability to work, values and physical performance evaluation index system, the establishment of appropriate assessment criteria; application SPA (set Pair analysis set Pair analysis) thinking is established based on the SPA HT R&D staff performance appraisal model improvement programs; proposed to implement the method of combining internal incentives and external incentives, to design personalized option incentives for R&D personnel personalized features. An attempt to solve the problem can not effectively distinguish between HT R&D staff work performance.Obvious improvement program introduced in this article in the HT’s actual application process, verification of the proposed R&D staff performance appraisal and incentives improved method is effective to promote the HT’s R&D personnel management level to enhance their work performance of progress. The experience of the same type of enterprise human resources management learn from the reference value.
