| With the rapidly development of modern science and technology and information technology, the state-owned enterprises pay more attention to the link of cost decreasing and benefit increasing of the purchasing management. Traditional method of purchasing cannot satisfy the need of modern state-owned enterprises development to the supplies purchasing. On the contrary, centralized purchasing becomes a tool to enhance competitiveness of state-owned enterprises. As a way, it can help enterprises to coordinate with related internal and external resources quickly and effectively, raise the operational level of purchasing management and purchasing business, reduce the purchasing cost, and increase the profit of the enterprises. Many state-owned enterprises take the centralized purchasing from the level of the general problems to the strategic height of enhance business resilience and competitiveness. In recent years, the government and the State-owned Assets Supervision and Administration Department pay attention to the research and practice about purchasing of state-owned enterprises.Therefore, the Inner Mongolia State-owned Assets Supervision and Administration Commission request funded enterprises in Inner Mongolia has to through the property-rights exchange center of Inner Mongolia when they centralized purchasing the necessary goods and materials. In that way, it is very necessary to research and explore the centralized implementation framework and its application in the enterprises of large state-owned enterprises. This research through the introduction of the concept of purchasing, the purchasing management theory, centralized purchasing theory, the principle of centralized purchasing, and purchasing method, and the present situation of centralized purchasing of state-owned enterprises in Inner Mongolia, in order to sum up several problems. Such as the system innovation does not reach the designated position, small purchasing scale, insufficient purchasing personal selection and training, and information construction lags behind in the centralized purchasing of state-owned enterprises in Inner Mongolia. In addition, this study provide countermeasures and suggestions to the existing problems, and make the centralized purchasing of state-owned enterprises in Inner Mongolia work constantly improve and upgrade, and finally realize the maintenance and appreciation of the state-owned assets in Inner Mongolia. |
