Food safety has been a long time issue which brought community’s attention. How to avoid this frequently occurred problem and protect the fundamental interests of consumers has become one of the major issues of social development. In recent years, although China has increased the efforts on food safety issues, problems still cannot be solved effectively.As the main research method of this study, the advantages of structural equation It has been widely used as the main linear statistical modeling techniques in the social sciences of economics, management science and many other research areas.Firstly, consumer cognitive theory and the results of structural equation methods related studies were reviewed from both domestic and international perspective. It found less cognitive perspective from the responsibility for food safety research literature, and fewer study consumer awareness and more responsibility less. Therefore, proposed consumer liability cognitive theory framework and the structure of the equation method were introduced based on food safety theory, responsibility and liability cognitive theory, as well as the theory of consumer awareness. Then, according to preliminary theoretical foundation, questionnaires were designed to conduct the survey. Consumers from Dalian and Jilin were interviewed as research samples. SPSS21.0was used to analyze and conduct data. Finally, based on the analysis of results, structural equation model of consumer awareness of food safety responsibilities was built by using AMOS7.0. Research model has been processed and modified accordingly in order to analyze consumer’s awareness situation of food safety responsibilities among the various subjects. In the end, it proposed a strategy of food safety solution based on responsibility cognition.In summary, this research explores the feasibility of viewing responsibility as the starting point and end point of food safety issues. It also measures the relationship between the various stakeholders in the cognitive aspects from a consumer’s point of view, thus proves responsibility cognition is an effective way to resolve the food safety crisis. This research also discovered that enhanced consumers’responsible awareness is the key to e curb food safety issues. Consumer should be viewed as the core element to promote the interaction between cognitive and behavior of each subject.
