Shanxi Industrial Restructuring Impact On Rural Labor Transfer

Transfer of rural labor is the necessary process of economic and socialdevelopment in developing countries. Besides, it is the unique social andeconomic phenomenon in the process of industrialization. The smooth transferof rural labor from agriculture to non-agriculture, from rural area to urban areaaffects the optimization and upgrading of industrial structure in the process ofindustrialization. Therefore, in the process of new industrialization and industrialrestructuring in Shanxi, the transfer of rural labor and industrial restructuringshould be closely related with each other. Meanwhile, the transfer of rural laborand three rural issues are linked, which is the fundamental way of solving thethree rural issues. Therefore, the combination of rural labor transfer andindustrial restructuring is both economic and social issue, which should behighly valued in academic research and socio-economic development.Firstly, this paper discusses the general theory of rural labor transfer andindustrial restructuring and analyzes rural labor transfer and industrialrestructuring in Shanxi in the new era. It points out the tendency, features andproblems in Shanxi’s industrial structure, employment structure and rural labortransfer. Moreover, it also analyzes the specific reasons of these problems. Basedon this, adopting the data envelopment analysis measurement method and scalevariable remuneration BCC model, the paper makes empirical analysis toindustrial structure’s absorbing efficiency on rural labor transfer in Shanxi. Itaims to study the regional difference and coordination degree of rural labortransfer and industrial restructuring.Based on the empirical results, in order to improve the transfer efficiency ofrural labor and promote the optimization and upgrading of industrial structure,the paper gives some policy suggestions on specific issues in Shanxi:accelerating the pace of industrialization and promoting the optimization andupgrading of industrial structure; reducing the regional restrictions of the flow ofrural labor and improving the efficiency of transfer and improving the industrialstructure’s absorbing efficiency on rural labor transfer; improving the comprehensive quality of rural labor and enhancing the ability of transfer.
