Formation And Evolution Of The Multiple Governance Structure In Agricultural Technology Popularization

Since China’s reform and opening up, the gap between urban and rural areas has being widened obviously,"Three Rural Issues" has become the focus of public concern, and the key to solve the problem lies in the scientific and technological innovation. Science and technology is the first productivity, agricultural technology popularization is the tie and bridge to change the potential productivity into realistic productivity. Along with the social transformation and market transition, the traditional pattern of the government-led agricultural technology popularization has been gradually broken, and the main body of agriculturaf technology popularization presents diversified development trend.As the diversification of society, Governance theory holds that in the process of solving the public problem, the government is no longer the sole center of power, other social organizations and government influence each other, jointly seek solutions of public problems through cooperation, finally to achieve the maximization of public interest. Multiple Governance theory emphasizes the diversification of the governance body, different subject has different interest and plays different functional role, eventually constructs a government structure of governance-led and multiple subjects involved. Using the theory of Multiple Governance to research the agricultural technology popularization, we need to better the local governance, at the same time, we should pay more attention to the roles of other governance subjects, such as farmers’ professional cooperatives, agricultural enterprises and farmers, in order to build a high efficient, coordinate, diversified multiple governance structure and accelerate the promotion of agricultural technology.The research method and case study are both adopted in the paper. The paper is major to analyze the multiple governance structure in the agricultural technology popularization, based on the information and materials of Ming county. In the study, the government has always been played the lead role in the agricultural technology popularization process of the Ming county. But since the new century, other governance subjects have also gradually involved in the process, such as farmers’ professional cooperatives, agricultural enterprises, farmers and so on, each subject has different interest and plays different role by adopting different promotion behaviors. Eventually, based on the mutual trust and cooperation, the diversified governance subjects construct a multiple governance structure of governance-led and multiple subjects involved in the agricultural technology popularization. By studying the operating mechanism of the multiple governance structure:interactive mechanism, dynamic mechanism, interest distribution mechanism, it’s indicated in the paper that every governance subject plays an essential role in agricultural technology popularization, every governance subject takes its place and makes common progress to promote agricultural technology popularization and development agricultural industry development.
