With problems of energy shortage and environmental pollution becoming more serious, various countries in the world come to realize the importance of the environment today, regarding the energy saving as the starting point. Chinese government also attaches great importance to energy saving. The energy conservation is treated as an important measure to adjust the economic structure and transform the mode of development."Eleventh Five-Year Plan" raised in2006explicitly proposed to reduce energy consumption per unit of GDP by about20%and the total discharge of major pollutants by10percent. It is considered as the binding targets. In the face of the targets pressure of energy saving, emission reduction, how to promote the progress of energy saving sound and rapid, has become problems to be solved in China’s economic development.Beijing, as China’s capital city, the economy of which is in transition. The model of economic development, especially economic growth, has become the focus of world attention. High-tech enterprise featured with "low energy consumption, low emission, high-value" has turned into the new darling of the industrial development in recent years. This paper analyzes the current situation of high-tech enterprises in Beijing, based on the development status. It learns from the results of research scholars at home and abroad, using decoupling theory to estimate the decoupling index of energy consumption and carbon emissions of high-tech enterprises in Beijing. From the results found in calculation, high-tech enterprises in Beijing present the basic state in a relatively decoupling between industrial output and energy consumption, carbon emissions. It reverses the situation that the growth of previous industrial output depends on the energy consumption growth. It descript that high-tech enterprise have an active role in promoting energy saving and emission reduction.For getting the reasonable effect research results of energy conservation and emission reduction of high technology enterprise, this article adopts the research method of comparative analysis. Under the same conditions, we replace energy consumptions and carbon emissions of high and new technology enterprises with traditional manufacturing industry. In this way, we can eliminate the influence on energy consumption and carbon emissions of high and new technology industry, then, we can get the differences of energy consumption decoupling index and carbon emission decoupling index before and after. From the difference results, we can get the two following results. On the one hand, compared with traditional manufacturing industry, high and new technology enterprises have the advantages of energy saving and emission reduction. On the other hand, from the trend of differences increasing gradually, the effect of energy saving and emission reduction of high and new technology enterprises becomes bigger in gradually. Visibly, we can know that high and new technology enterprises of Beijing play an important role in energy saving and emission reduction. When adjusting the industrial structure positively, Beijing should also promote the development of high-tech enterprises towards a positive direction.
