From the beginning of the1980s, the industrial structure of developed countries has deepened the trend from the "industrial economy" to a "service economy" under the impetus of the new technological revolution. The city, the cluster and source of agglomeration, is playing an increasingly important role in service economy. The provincial capital city, which is the political, economical, cultural center of the area, has improved the economic growth and urban functions under a powerful impetus to the development of services. The research that focuses on analyzing the status and influencing factors of production service industry in China’s provincial capital city is of great significance.The main contents include the following two aspects: On the one hand, the paper tries to measure the present agglomeration level of the productive service in the capital city of China’s about the industry level and regional level, then, build a theoretical framework to analyze the causes. On the other hand, the paper tries to investigate the factors which promote the development of productive service industry in the thirty provincial capital cities by using the empirical research methods, and then make proper measures based on finding the problems.We can draw the following conclusions: The degree of concentration of production service in the eastern part is much higher than that of the western provincial capital cities; the provincial capital cities gather a relatively higher degree of concentration generally, but don’t take significant advantage in all areas of production and services sectors at the same time. And the main factors affects the production of the service industry knowledge in the provincial capital cities includes knowledge spillover, information level, manufacturing agglomeration, urbanization level, agglomeration economies and so on. Knowledge spillovers have largely contributed to the producer services in the capital city agglomeration. To some extent, the agglomeration of producer services in the eastern provincial cities will be weakened with the development of information, which will promote the Midwest productive service industry. The urban scale has negative effects on the urban agglomeration of high knowledge-intensive service industries. The manufacturing agglomeration of provincial cities is not conducive to productive service industry, but which is the inherent source of power to promote the producer services agglomeration. The same type of productive service industry in different regions has been influenced distinctively by the institutional factors. The greater potential for the development of the service industry is, the more obstacles will exist. However, the institutional factors will promote labor intensive industries to urban agglomeration. Besides, the agglomeration level and extent of producer services are closely related to the development of pre-service industry. Thus, the capital city from the optimization of industrial organization, improve government functions, to promote information technology and promoting the coordinated development of the manufacturing industry, such as the promotion of productive service industry, improve economic function, and guide regional economic development. Therefore, the capital city can promote the productive service industry, improve economic function, and finally guide regional economic development by optimizing the industrial organization, strengthening the information construction, building the professional talent system and improving government functions. |
