This paper is divided into six parts: the first part is introduction, the second part describes the concept, connotation and relationship between the equalization of basic public services and new urbanization studied by the predecessors, and considers that the relationship is mutual influence, opportunity, and promoting for each other, but also with the challenge and deposit. The third part mainly study the Hainan’s currency, firstly sort out the Hainan’s development of policies on the equalization of basic public services in recent years, then establishes an evaluation index that is applied into the index analyses of the basic public services such as education, health, social security and employment, founding that the difference of basic public services supply exist among various counties as well as urban and rural areas in Hainan. The fourth part makes an analyses and conclusion about the reason for difference of basic public service supply in Hainan from four aspects The fifth part put forward some advises to further improve the equalization of basic public services under the background of Hainan’s new urbanization, including, deepen the concept of service-oriented government, supply and financing way innovation, fiscal policy reform, interest expression and management mechanism innovation etc. The sixth part represent the conclusion that Hainan should straighten out the relationship between the urbanization and equalization of basic public services so as he can achieve the charm of Hainan on the way seizing the opportunity, understanding their own and standing on solid ground.
