Research On The Equalization Of Basic Public Cultural Services Of China In Perspective Of Regional Differences

As China has strengthened its economic power and international status rapidly, the problem of how to meet people’s demands of the public cultural has gradually attracted the attention of people under the guidance of the "people-oriented" concept. The equalization of basic public cultural services is not only one of the key objectives of the construction of public services system, but also the basic requirement of building a harmonious society.On the basis of the existing research, this paper first expounds the basic conceptions and theories, and it also summarizes the practical experiences of America, France and Japan in order to make clear the value orientation and the guideline of the construction of basic public cultural services system. And on the basis of that, this paper establishes a scientific and reasonable index system to analyze the inputs and outputs of the basic public cultural services between different areas. The results show that the public cultural service suffers seriously unequalization in different areas. And there are many reasons accounting for this phenomenon. Therefore, we not only should increase the investment in the human, financial and material resources, but also need to formulate the implementing rules and regulations and establish a performance monitoring system to ensure the construction of the equalization of basic public cultural services.It is still a huge task to realize the equalization of basic public cultural services in a real sense. We need to explore a distinct way to achieve it based on the current regional development and conditions in China.
