The Research On Informatization Planning Of CAPI

Informationization strategy is an important part of the enterprise strategies and its implementation cannot do without informationization planning. Based on the development strategies and goals of the enterprise and the objectives and functions of each department in the enterprise, and combined with the mastery of the best practices of the industry informationization and the developing trend of the information technology, the informationization planning formulates the vision, objectives and development strategy of the enterprise informationization, achieving the goal of guiding the process of the enterprise informationization comprehensively and systematically, and accelerating the enterprise’s realization of its development strategy. Studies on the approaches of informationization planning started from the1950s, the attention focus of which has gone through three stages--the data processing, the internal information system, and the information integration. Studies on informationization planning in CAPI (China Aviation Powerplant Research Institute) have developed in four steps:preparation; consultation, investigation and analysis; overall planning and promotion of management; and construction of information platform. By analyzing the industry environment and the informationization demanded by CAPI’s model-developing tasks, technology development, and revolution of R&D management model, an overall plan is made about the thoughts and contents of informationization construction in CAPI in the twelfth five-year plan. And the general goal and work ideas of informationization construction are proposed:on the basis of borrowing advanced domestic and foreign experience in digital application and informationization management, constructing a digital application platform and digital power system that can sustain digital design, test, and informationization management, improving the ability to digitize the engine development and emulation, promoting the digitization engineering in large scale in the aircraft engine development and production of the new generation and promoting the transformation of the engine development mode by means of informationization. The informationization strategy of CAPI is conducted in two steps:from2012to2013, digitized design, test, managing system and enterprise integration environment, of the engine, are established prelimilarily, the digitization collaboration between the research institute and the factories in the development of key models is prelimilarily realized, and the integral level of informationization reaches Industry Level B; From2014to2015, the digitized designing and managing systems are basically established and the integral level of informationization reaches Industry Level A, which can basically meet the needs of the leapfrogging of the model R&D technology and the development of the institute. CABI’s construction of informationization system consists of the construction of the basic informationization environment, the construction of the information security technology system, the construction of the informationization standard system, and the construction of the application system. The application system mainly comprises digitized design system, digitized management system of tests, information system of comprehensive management, collaborative R&D integration platform, and enterprise integration and portal system, etc. In the plan, the project of informationization construction and funds requirements are described; phased plans for the implementation are made; such security measures as organization, system, mechanism, personnel, funds, external resources are proposed; the risk control and the feasibility of implementing the plan are analyzed.This research aims to achieve the goal of making full and effective use of the information resources of CAPI, planning the information application, promoting the Dynamic Machinery Research Institute’s informatization construction, and meeting all the needs of the development of business studies. As the informatization planning is a dynamic process, this planning research also needs constant improvement in the informatization process in future.
