In the guiding of State building technology innovation system, Ministry ofLand and Resource has been constructing the Key Laboratories, EngineeringTechnology Research Center and Field Scientific Observation&Research Bases.The Key Laboratories is the most supportive innovation platform of MLR.Technology assessment is an important means to promote the scientificdevelopment and standardization research management. The article aims at theconstruction of the evaluation indicator system of the Key Laboratories.After defining the concept and analyzing the basic theories, construction andoperating conditions of technology innovation platforms are reviewed. The mainmethods of technology assessment have been reviewed according to the assessmentprocess and the advantages and disadvantages have been compared. Beforeestablishing the indicator system, the paper studies the basement of reality. Firstly,the operational status and functions of the three platforms has been describedrespectively, especially for the Key Labs, and evaluation systems of other key labshave been referred. Defining the contrasts, purposes and disciplines of evaluation,the evaluating index system has been built in three steps: selecting indicators,assigning weights and constructing assessing model. In screening the indicators,according to the realistic basement, literature and interview methods are used toscreen. Balanced Scorecard and input-output indicators are used in preliminary selection. Then sending out the questionnaires to the experts and interview them,some indicators are selected as the system two-stage indicators divided into threecategories: basic research, application research and policy support key labs. Thetwo-stage index weight is obtained by analytic hierarchy process. Using fuzzycomprehensive method establishes the evaluation model. Finally,13KeyLaboratories dates are used to test the credibility of the actual assessment indexsystem. Test results show that the system has higher reliability index and the systemcan provide policy support to the MLR.The evaluating indicators system may provide some references to the otherinnovation platforms, and provide a new idea to model design.
