Evaluating Basic Land Price is an important part of land management system in China currently. Basic land prices reflect the overall level of land price trends and changes in the regional land market; supply the basis for the government to develop effective management measures and investors to invest in land market. Setting up a scientific and reasonable basic land price evaluation system is good for building a reasonable land policy to guide the health development land market, prompting the city economic development, and preventing loss of state assets, improving the national land reserve policies and protecting local government revenue.In this paper, Anqing city, Anhui Province in the basic land price evaluation study, we analyze the factors based on both sides of market supply and demand in present-day circumstances, add the economy and policy factors and set up a new basic land price evaluation index system with supplying the quantitative method. At the basic land price evaluation model selection, we choose the BP neural network to establish a basic land price evaluation model on the base of analyzing the disadvantage of the former method-Factor Corporation method. And with the using of principal component analysis technology on the input layer data processing; we improve the simulation-accuracy of the BP neural network. Finally, verify the prediction accuracy of BP neural network model and the validity of the new indicator system through examples.
